As 2024 draws to a close, it’s crucial for shipowners, ship operators, ship managers, and shipbuilders to stay informed about mandatory deadlines for data submission under key regulatory frameworks. Compliance is essential to avoid penalties and ensure smooth operations in 2025.
The following regulations apply:
- European Union Monitoring, Reporting, and Verification (EU MRV)
- UK Monitoring, Reporting, and Verification (UK MRV)
- European Union Emissions Trading System (EU ETS)
- IMO Data Collection System & Carbon Intensity Indicator (IMO DCS & CII)
To meet these requirements, here’s a breakdown of the key actions and deadlines:
EU MRV / UK MRV Deadlines
First Stage Verification Deadline – 31 December 2024
Submit:
- The number of vessels in your fleet that called at EU and UK ports during the 2024 calendar year.
- The number of voyages for each of these vessels.
Second Stage Verification Deadline – 15 January 2025
Submit the emissions data for each ship based on the first stage data. This allows sufficient time for data verification before submission into THETIS-MRV (EU MRV) or the Emissions Verifier platform (UK MRV).
Final Submission Deadlines:
- EU MRV: Verified data must be uploaded into THETIS-MRV by 31 March 2025.
- UK MRV: While the UK does not currently use THETIS-MRV, reports must be submitted via the Emissions Verifier platform until the UK develops its own emissions database.
EU ETS Deadlines
Aggregated Data Submissions – 31 January 2025
For ships covered by the ETS Directive, aggregated emissions data at the company level must be submitted to the Emissions Verifier portal.
Union Registry Submission – 1 April 2025
Shipping companies must manually upload verified annual emissions data from THETIS-MRV into their Maritime Operator Holding Account (MOHA) in the Union Registry. If not completed, the account may be blocked until compliance is achieved.
IMO DCS & CII Deadlines
Emissions Data Submission – 31 March 2025
Annual emissions data must be submitted through the Emissions Verifier portal. This ensures sufficient time to issue a Statement of Compliance (SOC) by 31 May 2025.
IMO GISIS Platform Submission – 30 June 2025
Verified data must be submitted to the IMO’s Global Integrated Shipping Information System (GISIS) by this date to fulfill international obligations.
Key Takeaways
Timely planning and submission of data are critical to ensuring compliance with these regulations. Delays or incomplete submissions could lead to operational disruptions, financial penalties, or blocked accounts.
