Marine Surveyor Consultant Sagl provides Flag State inspection attendance and independent compliance support to shipowners and managers, assisting them in preparing for, supporting and following up on Flag-related activities.

Our services are designed to ensure full alignment with Flag Administration requirements, Class Rules and Port State Control expectations, supporting regulatory compliance and operational continuity.

Flag State Inspection Attendance

Our services are delivered with a clear separation between inspection functions and advisory support, ensuring transparency, regulatory credibility and the avoidance of conflicts of interest.

Where formally authorized and appointed by the relevant Flag Administration, Marine Surveyor Consultant Sagl may attend Flag State inspections on behalf of the Flag, strictly in accordance with the applicable authorization framework and delegation procedures.

Inspection attendance is conducted professionally and independently, in compliance with the mandates issued by the respective Flag Administration.

Independent Flag State Advisory

In addition to inspection attendance, we provide independent Flag State compliance advisory services, supporting Owners and Managers before and after official inspections.

Our advisory services may include:

• Flag compliance gap analysis
• Preparation and readiness reviews prior to Flag State inspections
• Post-PSC and post-inspection follow-up support
• Review of statutory documentation and certification
• Support in corrective action planning and closure

These services are provided in a non-conflicting advisory capacity and do not replace or interfere with the responsibilities of the Flag Administration, Recognized Organizations or the Company.

Marine Surveyor Consultant Sagl provides inspection attendance and compliance support for vessels registered under the following Flag Administrations:

• Liberia (LISCR)

Services are tailored to the vessel type, trade and operational profile, ensuring proportionate and effective Flag compliance support.

Liberia Flag / LISCR Advisory & BDR Support

For vessels registered under the Liberia Flag, Marine Surveyor Consultant Sagl provides dedicated Flag-specific support and acts as Business Development Representative (BDR) for the Liberian International Ship & Corporate Registry (LISCR).

In this role, we support Owners and Managers through:

Guidance on Liberia Flag procedures and requirements

Support during new registrations and change of flag processes

Coordination and communication with LISCR offices

Liberia Flag Compliance Advisory

Alongside the BDR role, we also provide independent compliance advisory services for Liberia-flagged vessels, including:

• Liberia Flag compliance gap analysis
• Preparation and readiness for Flag State inspections
• Post-PSC and post-inspection support
• Review of statutory records and documentation
