The International Maritime Organization (IMO) has adopted amendments to MARPOL Annex VI concerning the requirements for using low-flashpoint fuels or gas fuels. These amendments were approved during the 81st session of the Marine Environment Protection Committee (MEPC) and have been formalized under Resolution MEPC.385(81). The new regulations will enter into force on 1 August 2025
In-Use Fuel Oil Sampling Points
An important amendment included in Resolution MEPC.385(81) is the exemption for ships using high-flashpoint gas fuels (e.g., ammonia) from the requirement to install or designate in-use fuel oil sampling points. Additionally, there is a minor revision to the format of the Supplement to the International Air Pollution Prevention (IAPP) certificate. These changes will be implemented upon the next reissuance of the ship’s certificate after the amendments come into force.
Fuel Oil Quality
As part of the verification process for controlling sulphur content in fuel oils, additional requirements are being introduced for low-flashpoint fuels and gas fuels. Ships subject to MARPOL Annex VI survey and certification requirements (including ships of 400 gross tonnage and above, as well as fixed and floating drilling rigs and other platforms) will need to ensure compliance with new fuel documentation requirements when receiving and using such fuels onboard from 1 August 2025
A Bunker Delivery Note (BDN) must be issued by the fuel supplier, containing the following details:
- Name and IMO Number of the receiving ship;
- Port where the fuel is received;
- Date of fuel delivery;
- Name, address, and telephone number of the fuel supplier;
- Product name(s);
- Quantity of fuel in metric tons;
- Density determined by an appropriate method, including temperature;
- A declaration signed by the supplier confirming that the fuel meets the quality requirements of MARPOL Annex VI, Regulation 18;
- The sulphur content of the fuel as determined by an appropriate test method, or a statement confirming that the tested sulphur content is less than 0.001% m/m.
