An ongoing challenge of the global sea-transport industry is that incidents still happen today and one of the main contributing factors to this is the level of personnel competency which does not always match operational safety standards Competency standards consists of technical and non-technical skills (soft skills) Ongoing focus by industry guidelines is on the assessment of personnel technical skills but also on non-technical or soft skills according to each employee’s position such as leadership, management, teamwork, decision making and effective communications In that respect, it is commonly accepted that behavior and attitude is an essential ingredient of the continual improvement of safety management and safety culture leading to the reduction of incidents.
